 What Otto meant when he said this was that before you make a choice and do something you always have to ask yourself if what you are about to do is right or wrong. After deciding whether it is either right or wrong you must act the way you are supposed to. If what you are about to do is right you must go along with your choice. If on the contrary it is the wrong thing to do and you know that it is, you must not act on it.
